To get state or territory registration in the Australian Capital Territory, New South Wales, Queensland, Victoria and Western Australia, some professional engineers and engineering practitioners will need to be assessed to ensure they meet the benchmarked qualifications and competency standards to practise. These standards are set by the respective state or territory government.
Mutual recognition and automatic mutual recognition
If you’re registered under a mandatory statutory registration scheme in another state or territory, you may be eligible for mutual recognition. If you're registered in your home state or territory you may be eligible for automatic mutual recognition (except in or out of QLD and New Zealand). Contact the regulator directly.
Registration pathways
There are various pathways available for state or territory registration depending on what assessments you’ve previously had.
Registration is a two-step process:
- Get your qualifications and competencies assessed, and if needed, a building industry assessment (BIA) or endorsement (BIE) by Engineers Australia to obtain an assessment outcome letter. You are encouraged to apply for a BIA in all states you require registration in to avoid multiple fees through the member portal.
- Apply for registration with the state or territory regulator.
If you’re a non-member and don’t hold an accredited qualification and haven’t completed an entry to practice (Stage 1) or migration skills assessment, you’ll need to have your qualifications assessed as a first step towards state or territory registration. Follow the instructions under non-member for the relevant location.
Australian Capital Territory competency assessment
In the ACT, the assessment pathway for professional engineers differs depending on what assessments you’ve had previously to qualify for membership, credentials or migration.
If you provide professional engineering services in the building and construction industry, you’ll also need a building industry assessment (BIA).
If you’re a non-member and have completed a migration skills assessment, follow the instructions for non-members.
If you hold either a NER or Chartered credential in one or more of the prescribed area(s) of engineering, you don’t need further assessment to register with Access Canberra.
You’ll only require additional assessment if you:
- Provide professional engineering services in the building and construction industry in the ACT – you’ll need a building industry assessment (BIA).
- Need an ACT Assessment Report in an eligible area of engineering that doesn’t match your NER or Chartered area(s) of practice – you’ll need to be assessed in that area of practice.
To access your ACT Assessment Report, login to the member portal via the Registration tab.
You can then apply for registration as a professional engineer on the ACT Government website.
Member without NER or Chartered credentials
If you’re a member but don’t hold a NER or Chartered credential, you’ll need to apply for one of these as a first step. There is a fee for all assessments.
A building industry assessment (BIA) may be conducted as part of the Chartered assessment process, however, if you're an NER applicant you must apply separately if you work in the building and construction industry. To include the BIA, you must notify us prior to your interview and provide the additional information as required.
Once awarded your NER or Chartered credential, you’ll be able to access your ACT Assessment Report via the member portal.
You can then apply for registration as a professional engineer on the ACT Government website.
The ACT Government has authorised Engineers Australia to conduct competency assessments for territory registration eligibility.
To apply for assessment, create an account in the member portal to complete your territory registration application.
You’ll need to upload the following documentation in colour:
- photo identification
- change of name documents (if applicable)
- evidence of your qualifications, including transcripts and testamurs.
- a detailed CV
- the names and contact details of two referees who can verify your work experience.
- evidence of your English language competence, if you do not meet the exempt criteria
- three career episodes that provide evidence you can demonstrate the elements of competence for a professional engineer.
- details of formal and informal continuing professional development (CPD) that is relevant to your application.
- summary statement of your competencies against 1, 2, 4, 6 and 13 of the elements of competence for a professional engineer
- evidence of any professional memberships you hold.
If you meet the assessment standards, you'll be able to access your ACT Assessment Report via the member portal. You can then apply for registration as a professional engineer on the ACT Government website.
If you've already had your qualifications assessed by Engineers Australia or hold an accredited qualification, you can apply for a state registration eligibility assessment via the member portal.
If you provide professional engineering services in the building and construction industry in the ACT, you will need a building industry assessment (BIA).
To apply for a BIA, which includes an interview, login to the member portal to apply via the state registration eligibility tile.
You’ll need to provide:
- a detailed CV
- evidence of any professional development specific to the building and construction industry
- a short statement showing three years of successful, appropriate experience in the building and construction industry. It must summarise your demonstrated knowledge and practical application of the operation and use of the National Construction Code (NCC) as it applies to the area(s) of engineering you're to be assessed in.
If you meet the assessment standards, login to the member portal to download your ACT Assessment Report. You can then apply for registration as a professional engineer with a BIA on the ACT Government website.

NSW competency assessment
Many engineers in NSW don’t need to be registered.
You will need to be registered if you’re a professional engineer who works on Class 2, 3, or 9b buildings, or a building that includes a Class 2, 3, or 9c part.
To be registered you must meet NSW Fair Trading’s eligibility criteria. If you don’t meet the eligibility criteria, your competency must be independently assessed.
Engineers Australia does three specific assessments on behalf of NSW Fair Trading.
This competency assessment is used if you have a qualification in engineering that was completed before the establishment of the Washington Accord in 1989.
Previously assessed qualifications
Your qualifications are considered to have been assessed by Engineers Australia if you:
- currently hold CPEng status with Engineers Australia
- are registered on Engineers Australia's National Engineering Register (NER) as a professional engineer
- have received an outcome of professional engineer from an Engineers Australia's migration skills assessment
- have received an outcome of professional engineer from an Engineers Australia's membership competency assessment.
To obtain your certificate of competency, login to the member portal and complete the competency assessment form.
Once your assessment form is processed and you meet the assessment standards, you'll be able to download your registration outcome report and certificate of competency to use in your application for registration with NSW Fair Trading.
Un-assessed listed qualifications
If you haven’t previously had your qualifications assessed by Engineers Australia but your qualification is on our list of accredited programs for the category of professional engineer, you’ll need to provide copies of your qualification testamur or transcript of results.
To apply, login or create an account in the member portal and then complete the competency assessment form.
If you meet the assessment standards, you can download your registration outcome report and certificate of competency to use in your application for registration with NSW Fair Trading.
Un-assessed and un-listed qualifications
If you haven’t previously had your qualifications assessed by Engineers Australia and your qualification isn’t on our list of accredited programs for the category of professional engineer, you’ll need to have an entry to practice qualification assessment.
For the assessment, you’ll need to provide:
- evidence of your qualifications, including transcripts and testamurs
- a detailed CV
- the name and contact details of a referee who can verify your work experience
- evidence of your English language competence if you don’t meet the exempt criteria
- three career episodes that provide evidence you can demonstrate the elements of competence for a professional engineer
- details of your continuing professional development (CPD)
- evidence of any professional registration you hold.

If you meet the assessment standards, you can download your registration outcome report and certificate of competency to use in your application for registration with NSW Fair Trading.
The NSW government requires at least two years of building industry experience in Australia. If you don’t have that you’ll need to complete an experience assessment. This is to demonstrate that within the last 10 years, you’ve had at least five years’ experience working on buildings similar to a Class 2, 3, 9a or 9c building.
For the assessment, you’ll need to provide:
- a detailed CV
- the name and contact details of a referee who can verify your work experience
- three career episodes that highlight the building codes and standards you’ve applied
- evidence of any professional registration you hold.

If you meet the assessment standards, you can download your registration outcome report and certificate of competency to use in your application for registration with NSW Fair Trading.
To register as a design practitioner (vertical transportation) in NSW, you’ll need to have a knowledge and skills assessment.
To apply, login or create an account in the member portal and complete the competency assessment form.
For the assessment, you’ll need to provide:
- a detailed CV
- your contact details
- the name and contact details of a referee who can verify your work experience
- either a detailed CV, written statement of experience or evidence of work or projects which detail at least 10 years’ experience in the vertical transportation industry.
Your CV, written statement or evidence of work must include:
- a minimum of five years in:
- design
- installation
- maintenance
- modernisation
- testing and commissioning of lifts or escalators (five years’ experience for professional engineers).
- details of five projects or works you’ve completed in the last five years, including:
- the scope of works
- dates the work was undertaken and the employer and client’s names
- any review and analysis of available vertical transportation systems
- calculations, analysis and compliance with Australian standards
- an understanding of building traffic studies and solutions
- consideration of environmentally sustainable design
- knowledge of the installation process.
Be sure to also address the design practitioner vertical transportation assessment criteria in your application. For more information, refer to the guidance material provided by NSW Fair Trading.
If you meet the assessment standards, your certificate of competency will be emailed to you. Use it in your application for registration with NSW Fair Trading.
In Queensland, the assessment pathway for professional engineers differs depending on what assessments you’ve had previously to qualify for membership, credentials or migration.
If you’re a non-member and have completed a migration skills assessment, follow the instructions for non-members.
If you hold either a NER or Chartered credential, you don’t need further assessment to register with the Board of Professional Engineers of Queensland (BPEQ).
If you need an RPEQ Assessment Letter in an eligible area of engineering that doesn’t match your NER or Chartered area(s) of practice, you’ll need additional assessment.
Login to the member portal and download your RPEQ Assessment Letter via the Registration tab. You can then apply for registration as a professional engineer on the BPEQ website.
Member without NER or Chartered credentials
If you're a member but don’t hold a NER or Chartered credential, you’ll need to apply for one of these as a first step. There is an assessment fee for both credentials.
If you meet the assessment standards to become NER or Chartered, you can login to the member portal and download your RPEQ Assessment Letter. You can use this in your application for registration as a professional engineer with the BPEQ.
The BPEQ has authorised Engineers Australia to conduct competency assessments for state registration eligibility.
To apply, create an account on the member portal and apply via the state registration eligibility page.
You’ll need to upload the following documentation in colour:
- photo identification
- change of name documents (if applicable)
- evidence of your qualifications, including transcripts and testamurs
- a detailed CV
- the names and contact details of two referees who can verify your work experience
- evidence of your English language competence if you don’t meet the exempt criteria
- three career episodes that provide evidence you can demonstrate the elements of competence for a professional engineer
- details of formal and informal continuing professional development (CPD), that is relevant to the application
- summary statement of your competencies against elements 1, 2, 4, 6 and 13 of the elements of competence for a professional engineer

If you've already had your qualifications assessed by Engineers Australia or hold an accredited qualification, you can apply for a state registration eligibility assessment via the member portal.
Victoria competency assessment
In Victoria, the assessment pathway for professional engineers differs depending on what assessments you’ve had previously to qualify for membership, credentials or migration.
If you provide professional engineering services in the building industry, you’ll also need a building industry endorsement (BIE).
If you’re a non-member and have completed a migration skills assessment, follow the instructions for non-members.
If you hold either a NER or Chartered credential in one or more of the prescribed area(s) of engineering, you don’t need further assessment to register with Consumer Affairs Victoria’s (CAV) Business Licensing Authority (BLA).
You’ll only require an additional assessment if you:
- Provide professional engineering services in the building industry for Victoria – you’ll need a building industry endorsement (BIE).
- Need a VIC Outcome Report in an eligible area of engineering that doesn’t match your NER or Chartered area(s) of practice – you’ll need to be assessed in that area of practice.
To access your VIC Outcome Report, login to the member portal and download via the Registration tab.
You can then apply for registration as a professional engineer on the BLA website.
Member without NER or Chartered credentials
If you’re a member of but don't hold a NER or Chartered credential, you’ll need to apply for one of these as a first step. There is a fee for all assessments.
A building industry endorsement (BIE) may be conducted as part of the Chartered assessment process, however, if you're an NER applicant you must apply separately through the portal if you work in the building industry. To include a BIE, you must notify us prior to your interview and provide the additional information as required.
Once awarded your NER or Chartered credential, login to the member portal and download your VIC Outcome Report. You can then apply for registration as a professional engineer on the Business Licensing Authority website.
The Business Licensing Authority (BLA) has authorised Engineers Australia to conduct competency assessments for state registration eligibility.
To apply, create an account on the member portal and complete the application via the state registration eligibility page.
You’ll need to upload the following documentation in colour:
- photo identification
- change of name documents (if applicable)
- evidence of your qualifications, including transcripts and testamurs
- a detailed CV
- the names and contact details of two referees who can verify your work experience
- evidence of your English language competence if you don’t meet the exempt criteria
- three career episodes that provide evidence you can demonstrate the elements of competence for a professional engineer
- details of formal and informal continuing professional development (CPD) that is relevant to your application
- summary statement of your competencies against elements 1, 2, 4, 6 and 13 of the elements of competence for a professional engineer

If you've already had your qualifications assessed by Engineers Australia or hold an accredited qualification, you can apply for a state registration eligibility assessment.
If you’re performing professional engineering services in the building industry for Victoria, you’ll also need a building industry endorsement (BIE).
To apply for a BIE, which includes an interview, login or create an account in the member portal and apply via the state registration eligibility page.
You’ll need to upload:
- a detailed CV
- evidence of any professional development specific to the building industry
- a short statement showing at least three years of successful, appropriate experience in the building industry, summarising your demonstrated knowledge and practical application of:
- Victorian building laws and standards
- the operation and use of the National Construction Code (NCC) relating to your area(s) of engineering.
If you meet the assessment standards, login to the member portal to download your VIC Outcome Report. You can then apply for registration as a professional engineer with a BIE on the Business Licensing Authority website.

Western Australia competency assessment
In Western Australia, engineers who carry out professional or technical engineering work in one or more of the prescribed Areas of Engineering (AoE) in the building industry will need to be registered as a building engineering practitioner.
The exception is if you work under the direct supervision of a registered professional engineer.
For the Civil, Structural and Mechanical engineers there are three levels you can register for: professional, technologist or associate. For Fire Safety, you can only register at the professional engineer level. For Fire Systems you can only register as a Department of Local Government, Industry Regulation and Safety (LGIRS) defined technologist or associate.
If your business provides building engineering services you will need to register as a building engineering contractor at the relevant level directly with LGIRS.
If you hold either a NER or Chartered credential in an one or more of the prescribed area(s) of engineering, your qualifications and experience have already been assessed. You only need to apply for a building industry assessment (BIA).
If you need an WA Outcome Letter in an eligible area of engineering that doesn’t match your NER or Chartered area(s) of practice, you’ll need an additional assessment.
Member without NER or Chartered credentials
If you’re a member but don’t hold a NER or Chartered credential, you’ll need to apply for this as a first step. There is a fee all assessments.
A building industry assessment (BIA) will be conducted as part of the Chartered assessment process, however if you're an NER applicant you must apply separately. To include a BIA, you must notify us prior to your interview and provide the additional information as required.
Once awarded your NER or Chartered credential and BIA, login to the member portal to download your WA Outcome Letter. You can then apply for registration as a building engineering practitioner on the LGIRS website.
LGIRS has authorised Engineers Australia to conduct competency assessments for state registration eligibility.
To apply for assessment, create an account in the member portal to complete your state registration application.
You’ll need to upload the following documentation in colour:
- photo identification
- change of name documents (if applicable)
- evidence of your qualifications, including transcripts and testamurs
- a detailed CV
- the names and contact details of two referees who can verify your work experience
- evidence of your English language competence, if you do not meet the exempt criteria
- three career episodes that provide evidence you can demonstrate the elements of competence for a professional engineer, engineering technologist or engineering associate
- summary statement of your competencies against elements 1, 2, 4, 6 and 13 of the elements of competence for a professional engineer, engineering technologist or engineering associate
- evidence of any professional memberships you hold.
If you meet the assessment standards, we’ll email you a WA Outcome Letter. You can then apply for registration as a building engineering practitioner on the LGIRS website.
If you provide professional engineering services to the building industry in Western Australia, you will need a building industry assessment (BIA).
To apply for a BIA, which includes an interview, login or create an account in the member portal and apply via the state registration eligibility page.
You’ll need to upload:
- a detailed CV
- evidence of any professional development activities related specifically to the building industry
- a short statement showing five years of successful, appropriate experience in the building industry summarising your demonstrated knowledge and practical application of the relevant building laws and standards.
If you meet the assessment standards, login to the member portal to download your WA Outcome Letter. Non-members will receive their WA Outcome Letter by email. You can then apply for registration as a building engineering practitioner to LGIRS.
